Vaccination and booster Updates:
The Kane County and McHenry County Health Departments have established webpages to provide timely COVID-19 vaccination information. All Illinoisans age 5 and up are eligible for the COVID-19 vaccines. - McHenry County residents: To find vaccination opportunities in McHenry County, please visit our COVID-19 Vaccine Locations page. 
- Kane County residents: Kane County Health Department vaccination clinics now offer onsite registration and walk-ins are welcome, subject to vaccine availability. Visit kanevax.org or call 855-4-KANEVAX for vaccine appointment scheduling. Scheduling an appointment in advance is still encouraged to avoid being turned away from a clinic that has reached supply capacity.

A toll-free Vaccine Appointment Call Center has been launched to to assist people who do not have access to or who have difficulty navigating online services in making appointments to receive the COVID-19 vaccine. through AUGUST 2023 - The LIHWAP benefit is a limited, one-time, assistance program designed to help households that are facing the threat of imminent disconnection, have already been disconnected or have past due (arrearage) balances over $250 for their water and wastewater services combined. Customers may apply one time for water and one time for wastewater for the life of the program, which is December 1, 2021 – August 31, 2023.

through april 2022 - The deadline to apply for assistance under the McHenry County Emergency Utility and Rental Assistance Program has now passed. Renters and landlords who qualify are now eligible for up to 18 months of assistance, and up to 12 months in arrears. After a steady decline in the demand for assistance, the McHenry County Department of Health (MCDH) is announcing that the final day of the COVID-19 Call Center will be Friday, March 4.

Statewide Indoor Mask Requirement - Illinoisans can resume activities without wearing a mask indoors on February 28th except where required by federal, state, local, tribal, or territorial laws, rules, and regulations, including local business and workplace guidance. Federal requirements, in effect through at least March 18, include all transportation systems such as airports, planes, trains, and buses.

ILLINOIS RENTAL PAYMENT PROGRAM (ILRPP) - Apply For Up To $25,000 In Rental Assistance

The Illinois Rental Payment Program (ILRPP) provides financial assistance for rent to income-eligible Illinois renters and their landlords who have been impacted by the COVID-19 pandemic. If you are a renter in Illinois and are behind on rent due to COVID-19, you may be eligible for up to $25,000 and 18 months of emergency rental payments. Both renters and landlords can apply for assistance. Applications will be accepted beginning Monday, Dec. 6 through Sunday, Jan. 9, 2022. Proof of citizenship is not required to apply and ILRPP assistance is a grant that does NOT have to be repaid.

As of August 30, 2021, the state of Illinois has reinstated a mask mandate requiring residents 2 years and older to wear face coverings in indoor settings regardless of vaccination status. While face coverings are not required outdoors, masks are encouraged in crowded outdoor settings like festivals and concerts, as well as for activities that require close contact with people who are not vaccinated.

McHenry County’s emergency assistance program to help qualified renters and landlords struggling because of pandemic-related financial hardship has been extended for a year, and its eligibility and benefits have been expanded. The deadline to apply for assistance under the McHenry County Emergency Utility and Rental Assistance Program has been pushed back an entire year, to Sept. 30, 2022. Renters and landlords who qualify are now eligible for up to 18 months of assistance, and up to 12 months in arrears. Eligibility for the program also has been expanded to households on public and subsidized housing, as well as households using federal housing choice vouchers.
Applications can be found and submitted at http://www.McHenryRent.com, which is available in both English and Spanish. Renters who do not have Internet access can call the McHenry County Housing Authority at 815-338-7752, or Consumer Credit Counseling Services at 815-338-5757 for Spanish speakers.

ILRPP is an emergency rental assistance program designed to support households in Illinois that are unable to pay rent due to the COVID-19 pandemic. The tenant-led application period for the Illinois Rental Payment Program is  open.  You may start your application at https://ilrpp.ihda.org.  Tenants have until 11:59 p.m. on Sunday, July 18 to complete their portion of the application. Tenants will also be provided a pathway to complete their application should they have unresponsive landlords.

JUNE 28-
ILRPP is an emergency rental assistance program designed to support households in Illinois that are unable to pay rent due to the COVID-19 pandemic. If your landlord has not started an application, you may still apply. An additional application period for tenants applying directly for rental assistance will open at 9 a.m. on Monday, June 28. Tenants have until 11:59 p.m. on Sunday, July 18 to complete their portion of the application.  Please continue to visit this page for more information.

Governor Pritzker and the Illinois Department of Public Health (IDPH) confirmed that the entire state is operating in Phase 5 of the Restore Illinois reopening plan effective today, All businesses and activities previously subject to DCEO guidelines are allowed to resume normal operations. Governor Pritzker and the Illinois Department of Public Health (IDPH) confirmed that the entire state is now operating in the Bridge Phase of the Restore Illinois reopening plan effective today, Friday, May 14th. The Bridge Phase is the final step before the full reopening of Phase 5. 
Under Bridge Phase, there are expanded capacity limits for businesses, dining, offices, events, conferences and gatherings. Barring any significant reversals in key COVID-19 statewide indicators, including increasing hospitalizations, Illinois could enter Phase 5 as soon as Friday, June 11th.

The Kane County Illinois Rental Payment Program is expected to launch on May 17.  This program can provide up to $25,000 in emergency rental assistance to support households in Illinois that are unable to pay rent due to the COVID-19 pandemic. MARCH 18 -
Today, Governor JB Pritzker announced a plan to transition from Phase 4 to Phase 5 of the Restore Illinois plan. The “Bridge” transition period is further desribed in the Press Release available via this link.  At this time the entire state remains in Phase 4. When 70% of the state’s population aged 65+ has received at least one dose of a vaccine, Illinois will move into the “Bridge” transition period.  The “Bridge” transition period restrictions are available via this link. After a 28-day monitoring of the “Bridge” transition period, the state will be eligible to move into Phase 5 only if/when 50% or more of Illinois residents aged 16+ have received at least one dose of a vaccine. Effective Wednesday, January 27, 2021, Village Hall at 10987 Main Street and the Public Works building at 11000 Bakley Street will be open to the public.
We continue to follow federal health and safety guidelines as well as guidance from our state and local governments. Our goal is to provide services in a way that helps promote the health and wellbeing of our staff and the people we serve. Social distancing is important to continue to slow the spread of the virus. Facial coverings will be required at each facility. Visitors and staff will also have easy access to hand sanitizer stations at the entry to the main lobby, in the Police Department lobby and the Administration lobby. 
As a reminder, we ask that if you are feeling ill, have a fever or have a cough, please stay home. Our employees will also not be allowed to work if they are feeling ill or have a fever or cough.

Notice: Paycheck Protection Program resumes January 11, 2021. The Paycheck Protection Program is a loan designed to provide a direct incentive for small businesses to keep their workers on the payroll. Contact your lender for details. JANUARY 8 -
Governor JB Pritzker signed a new Gubernatorial Disaster Proclamation extending the statewide declaration through Saturday, February 6, 2021. Additionally, Governor Pritzker signed Executive Order 2021-01 to extend the Tier 3 enhanced mitigations.

Attention Business Owners: The BIG Application Deadline is December 15, 2020. Don’t Wait to Apply! The Department of Commerce and Economic Opportunity (DCEO) is informing small businesses and communities that the application period for the Business Interruption Grant (BIG) program will close at 5pm on Tuesday, December 15.  DCEO and its grant administration and outreach partners are reminding small business owners to get their application in if they haven’t already. Applying is easy, and DCEO along with its grant administrators Accion and WBDC have developed a menu of resources and technical assistance to help small businesses in need qualify for grants. UPDATE REGARDING VILLAGE SERVICES effective november 23 -
As a result of the latest developments concerning the COVID-19 pandemic, the Village is taking the following actions to limit exposure to both our residents and employees, and to reduce potential spread of the virus:

Village Hall/Public Works Building Closure – Effective November 23 until January 26
After careful consideration and to protect the health and wellness of our residents and employees, the Village has made the decision to close Village Hall at 10987 Main Street and the Public Works building at 11000 Bakley Street to the public beginning November 23.  This decision was based on guidance from the Illinois Department of Public Health regarding the most effective strategies to prevent the spread of illness.  Plans are in place for essential services such as water, wastewater and public safety to continue without incident. There will be no reduction in services for public safety and the Village encourages residents to conduct business online, via email, mail or phone when possible.  Staff will continue to be in the office to maintain all essential operations and to serve our residents via email and telephone. Staff and Village Hall contact information may be found on our website at www.huntley.il.us or by calling 847-515-5200. The Village Clerk’s office will be staffed to address the filing period of December 14 through December 21st and any other questions that may occur related to the April election.

Police Services – Police Department Lobby to remain open on limited basis
The Police Department Lobby will be open Monday-Friday from 8 a.m. - 4 p.m. for emergency situations.  If possible, we encourage people to call the non-emergency line at 847-515-5311 instead of visiting the Police Lobby.   Visitors that do come to the lobby must call on the red vestibule phone to speak to a Records Clerk or Dispatcher.  They will try to help over the phone or admit the visitor into the lobby if necessary.

All non-emergency, not-in-progress crimes should be called in to the non-emergency number at 847-515-5311 to have the initial report taken via phone.  For non-emergency situations, the dispatcher will take the required information and an officer will re-contact you as soon as possible via telephone to handle your call for service. Examples of non-emergency calls include but are not limited to: theft reports, damage to property, and fraud. Additionally, certain non-emergency issues can be reported using the new online police reporting program.  Residents are encouraged to use this form of reporting these types of calls to help limit face-to-face interaction with the public on non-emergency calls.  As a reminder, always call 911 in an emergency.

The Medication Drop Box located in the Police lobby will be closed until further notice.  To find alternative locations for this service, please see the DEA location list.  Earlier this week, Huntley Police Department (and many neighboring public safety agencies) made adjustments to their response procedures.  Dispatchers have begun asking additional questions regarding symptoms of COVID-19.  This allows the first responders to use proper precautions when caring for our community. 

Police officers will continue to physically respond to all high-priority, emergency, exigent, in progress calls that effect life safety issues.  Again, always call 911 in an emergency or if you are in danger.

Utility Bill Payments
At this time, we are asking the public to conduct business online as much as possible.  Utility bill customers wishing to pay their bill in-person can use the drop box located in the front drive aisle of the Municipal Complex at 10987 Main Street.  You can also call 847-515-5200 to make a payment over the phone using Visa, MasterCard, Discover or American Express.  Requests for service may also be submitted online by navigating to the Finance Department home page on the Village website.  The Village also offers an online payment option and automated bill payment program.  Should you have any questions or require any Village services, please contact us at 847-515-5200.

Building Permits and Inspections
The Development Services Department continues to provide services including building permit processing, plan review, and permit issuance at this time. When possible building permits should be submitted by email.  Permits may also be submitted by leaving them in the Village payment drop box in front of Village Hall or mailing them to our address. Please view the Building and Code Enforcement Division website for information on how to submit your permit, typical permit submittal requirements and what to expect next. 

Inspections of occupied homes for new permits have been suspended until further notice to limit direct contact between employees and residents.  Additional inspections may be suspended or delayed depending upon the current situation.  The Village will make every effort to ensure timely inspections, but for the safety of residents and inspectors, this may not always be possible.  Please contact the Building and Code Enforcement Division at 847-515-5252 prior to submitting a permit application to determine if inspections for your project type have been suspended. 

Public Meetings
Please check the Village’s website for meeting information.  Please consider carefully whether or not to attend any meetings that may be held in person.  Please use precautionary measures if you choose to attend a public meeting.  Please stay home if you do not feel well.  Village Board meetings are recorded and posted the following day for viewing on the Village’s website.  Please check the Village website at www.huntley.il.us to check the status of any regularly scheduled meetings.  

Thank you for your understanding, and please do the following to help prevent the spread of COVID-19:

• Wash your hands frequently
• Avoid large gatherings
• Stay home as much as possible
• Keep social distance to at least 6 feet
• Do not touch your face

Please be sure to check with your neighbors, especially those who are elderly or have mobility issues, to see if you can lend a helping hand in running errands or picking up groceries or other necessities.

AUGUST 24 - 
On August 10th, Governor JB Pritzker and the Illinois Housing Development Authority (IHDA)announced that applications for rental and mortgage assistance are available for those who have lost a job or income due to the COVID-19 pandemic.  

Emergency housing assistance is available for both renters and homeowners impacted by the COVID-19 pandemic.

AUGUST 10 - 
Governor JB Pritzker and the Illinois Housing Development Authority (IHDA) today announced that applications for rental assistance are available for renters who have lost a job or income due to the COVID-19 pandemic. Eligibility criteria and the application for Rental Assistance is available at era.ihda.org now through August 21. **Due to anticipated high volume, the application window may close early.**
Applications for Emergency Mortgage Assistance will become available on August 24 at ema.ihda.org.

JULY 29 - 
Governor Pritzker announced guidance for youth and adult recreational sports, including, but not limited to, school-based sports (IHSA & IESA), travel clubs, private leagues and clubs, recreational leagues and centers, and park district sports programs. The newly released guidance categorizes sports into three risk levels, low, medium, or high, based on the amount of contact between athletes and their proximity during play. The guidance sets four levels of play allowed based on current public health conditions.
Beginning Saturday August 15th, low risk sports can be played at levels 1, 2, and 3. Medium risk sports can be played at levels 1 and 2, and high-risk sports can be played at level 1. Please see the guidance for youth and adult recreational sports document for more detailed information.


JULY 24 -
Governor JB Pritzker signed a new Gubernatorial Disaster Proclamation extending the statewide declaration through Saturday, August 22. Additionally, Governor Pritzker signed Executive Order 2020-48 to extend all Phase 4 orders. All regions of the state remain in Phase 4 (Revitalization) of the “Restore Illinois” plan. For a region of the state to move into Phase 5 (Illinois Restored) a vaccine or effective treatment must be made available or the state must have seen an elimination of new cases over a sustained period of time through herd immunity or other factors.

JULY 15 -
Governor JB Pritzker hosted a COVID-19 press briefing update highlighting a new mitigation plan to prevent a resurgence of COVID-19. The Governor’s mitigation plan is available via this link. During his press briefing, the Governor announced that the state would be modifying its regional boundaries to largely follow IDPH’s 11 Emergency Medical Services (EMS) regions. JUNE 26 - ALL REGIONS ENTER PHASE 4 OF THE "RESTORE ILLINOIS" PLAN
As of June 26th, all regions of the state are now in Phase 4 (Revitalization) of the “Restore Illinois” plan.

With the entire state entering Phase 4 today, Governor JB Pritzker signed a new Gubernatorial Disaster Proclamation extending the statewide disaster declaration through Saturday, July 25, 2020.  Additionally, Governor Pritzker signed Executive Order 2020-43 , which supersedes the previous order to reflect the changes in Phase 4. Governor Pritzker also signed Executive Order 2020-44 extending previous executive orders. 

The Department of Commerce and Economic Opportunity (DCEO) has provided Phase 4 guidelines for businesses. These guidelines are intended to prepare businesses, employers and employees to implement new safety measures for reopening and returning to work.  The guidelines may be viewed via the following link,  Phase 4 Guidelines.

Please be respectful of the guidelines in place for Phase 4 which continue to include social distancing parameters, face covering requirements, etc. 

JUNE 8
Effective Monday, June 8, 2020, Village Hall at 10987 Main Street and the Public Works building at 11000 Bakley Street will be open to the public.  We are following federal health and safety guidelines as well as guidance from our state and local governments.  Our goal is to provide services in a way that helps promote the health and wellbeing of our staff and the people we serve.  Despite the new safety measures in place, we are committed to remaining your friendly village with country charm.  We thank you all in advance for your cooperation and patience as we move into this new phase of operations.

First, we ask if you are feeling ill, have a fever or have a cough, please stay home.  Our employees will also not be allowed to work if they are feeling ill or have a fever or cough.  We have increased our already rigorous cleaning regime, particularly in common areas and frequently touched surfaces.

Facial coverings will be required at each facility in accordance with Phase 3 protocol.  Additionally, sneeze guard shields have been installed at the front counter of the Village Hall lobby.  Visitors and staff will also have easy access to hand sanitizer stations at the entry to the main lobby, in the Police Department lobby and the Administration lobby.  To aid visitors’ social distancing compliance, signage and markings for those waiting for service at both the Police Department and Administration counters have been installed. A limited number of visitors will be allowed to enter the lobby at one time so that social distancing can be accommodated.

Social distancing is an important component of Phase 3 to continue to slow the spread of the virus. MAY 29
As of May 29th, all regions of the state are now in Phase 3 (Recovery) of the “Restore Illinois” plan. The earliest that a region can move into Phase 4 is Friday, June 26. With the whole state entering Phase 3, Governor JB Pritzker announced an end to his Stay at Home Order. The Governor signed a Gubernatorial Disaster Proclamation extending the statewide disaster declaration through Saturday, June 27, 2020.  Additionally, the Governor signed Executive Order 2020-38, called the Community Recovery Order, which supersedes the previous Stay at Home Order to reflect the changes allowed in Phase 3.  The Governor also signed Executive Order 2020-39 extending previous executive orders. 

The Department of Commerce and Economic Opportunity (DCEO) has provided guidelines for businesses that are allowed to re-open under Phase 3. These guidelines are available on DCEO’s website via this link. These guidelines are intended to prepare businesses, employers and employees to implement new safety measures for reopening and returning to work.

OUTDOOR DINING PROGRAM
On May 28th, the Village Board approved a temporary Outdoor Dining Program which will enhance Huntley’s restaurant and bar carry-out service options. The Square will be open from 11am-9pm for your enjoyment. Groups of 6 people or less may utilize a table for up to 60 minutes. Consumption of alcohol is allowed by those 21 and older. No vaping or smoking allowed. Please note that open containers of alcohol may not be carried into or out of the Designated Public Space. 
Please remember to properly dispose of your garbage when dining at the Square.  Let’s keep our Square clean! 
Many of your favorite restaurants and bars have opened their outdoor dining areas. MAY 24
In preparation of the upcoming move into Phase 3 of the Restore Illinois five-phased plan, the Illinois Department of Commerce and Economic Opportunity has published common guidelines for all Phase 3 Businesses and Operations. Phase 3 guidelines span 10 different industry categories. Each set of guidelines includes a common set of guidelines that are expected and encouraged among all employers and activity types, as well as workplace and program-specific guidelines. Additionally, the State of Illinois is providing new guidelines for indoor/outdoor tennis, as well as revised guidelines for boating and fishing and for golf.

We are eager to move forward and safely re-open our local economy.  To that end, we have worked collectively with the other municipalities in McHenry County and McHenry County Board Chairman Jack Franks to ask the Governor to re-consider the inclusion of McHenry County within the Northeast Health Region, which includes Cook County, and to move us into another region.  This would allow progressing through the Governor’s recovery phases on a quicker pace.  This effort has involved putting together a plan for safely re-opening businesses in Huntley and throughout the county.  We thank you for supporting our local businesses and encourage everyone to continue to do so.

During his daily press briefing today, Governor JB Pritzker announced the creation of “Restore Illinois,” a five-phase plan to safely reopen the state’s economy.The five phases are: Rapid Spread, Flattening, Recovery, Revitalization and Illinois Restored. The five-phase plan is guided by public health metrics designed to provide a framework for reopening businesses, education and recreational activities in each phase. The Governor indicated that this initial plan can and will be updated as research and science develop and as effective treatments or vaccines are realized. We are currently in Phase Two (Flattening) according to this schedule.

MAY 1
Governor Pritzker’s Stay at Home Executive Order Extension effective May 1, 2020 through May 29, 2020:  Executive Order 2020-32  issued by Governor Pritzker's office on April 30, 2020, is an extension of the state’s disaster proclamation requiring individuals to stay at home or their place of residence. Individuals are required to wear a face covering in public places when they are unable to maintain a six-foot social distance, such as in stores.  This order prohibits all public and private gatherings of any number of people occurring outside a single household. This order permits leaving the home for essential activities while following social distancing guidelines.  It further permits fishing, boating, and golf, when following the guidelines. The order defines essential businesses and operations. Retail stores may fulfill online and telephonic orders through pick-up outside the store or delivery. APRIL 13
The Illinois Human Services Mental Health Division has announced a new program, called “Call4Calm,” that will allow Illinois residents to talk to a mental health professional, free of charge, during the COVID-19 crisis.   Illinois residents wanting to speak to a mental health care professional can text the word “TALK” to 552020.

When residents text the hotline, they will receive a follow-up text message asking for their first name and for their zip code. The information will be used to connect the caller with a health care professional in their area, according to the state, and those who call the hotline will remain anonymous.

The service is also available in Spanish by texting “HABLAR” to 552020.

In addition, the phone number can be used to seek help and guidance on other critical issues during the pandemic. Residents can text keywords like “unemployment,” “food,” or “shelter,” according to the governor’s office, and they will receive additional information in response.

APRIL 7

MDC Environmental Services is requesting a change in recycling procedures ONLY FOR HOUSEHOLDS WHERE A MEMBER HAS TESTED POSITIVE FOR COVID-19 OR IS SHOWING SYMPTOMS.

In those cases, they ask that all of household's materials be bagged and thrown in the garbage, including those items that would normally be recyclable.

During the processing of the recyclables, there is still physical contact between workers and the materials. If someone in your household has COVID-19 or symptoms consistent with COVID-19, please help limit MDC employees' potential exposures as much as possible.

Additionally, MDC Environmental Services has notified us of a temporary change to their collection practices for all customers. In order to limit the drivers' physical interaction with refuse and other possible sources of contamination, effective immediately, MDC will no longer collect bulk items at the curb. They are making this temporary change out of an abundance of caution. They also request that all trash be secured in plastic bags (not placed loose in cans.)

MDC states, "FEMA has declared us as “Essential Critical Infrastructure Workers,” and we have our ID’s, so we can continue to work as we move through the next phase of this situation. If we can keep our workers healthy, we can keep picking up the trash."

APRIL 6

The Centers For Disease Control (CDC) now recommends wearing cloth face coverings in public settings where other social distancing measures are difficult to maintain (e.g., grocery stores and pharmacies), especially in areas of significant community-based transmission. CDC also advises the use of simple cloth face coverings to slow the spread of the virus and help people who may have the virus and do not know it from transmitting it to others.

Cloth face coverings fashioned from household items or made at home from common materials at low cost can be used as an additional, voluntary public health measure. The CDC has created a helpful document that outlines step-by-step options for sew and no sew masks.

We understand that the COVID-19 pandemic and resulting Stay at Home Order have impacted our local business community greatly. MARCH 30

The Kane County Coroner's Office has announced that an 88 year old man from Huntley has died from the COVID-19 virus. Out of respect for the deceased and their families, only the age, gender, municipality of residence and date of death are released by the coroner and the health department. We send our condolences to the family and friends of the deceased.

We remind all our residents to take the proper precautions to help slow the spread of the virus. Practice social distancing, wash your hands, disinfect surfaces regularly, and call your healthcare provider and avoid contact with others if you have any symptoms.

Police Department Lobby Changes

Illinois Hospitality Emergency Grant Program for Hotels, Restaurants & Bars
Yesterday, Governor Pritzker announced a $14 million grant program to help small hospitality businesses make ends meet. Up to $25,000 to eligible bars and restaurants and up to $50,000 for eligible hotels can be applied for. These grants are available to support working capital (like payroll and rent), job training and technology to support shifts in operations (like increased pick-up and delivery).

Bars and restaurants that generated between $500,000 and $1 million in revenue in 2019 are eligible for up to $25,000.  Bars and restaurants that generated less than $500,000 in revenue in 2019 are eligible for up to $10,000.  Hotels that generated less than $8 million in revenue in 2019 are eligible for up to $50,000.

All applications are due by April 1 at 5 pm.  All valid, eligible applications received within the five-day window will be entered into a lottery, and grant winners will be notified on April 4.

MARCH 20, 2020

State of Illinois Stay at Home Order
Earlier today, Governor Pritzker enacted a Stay at Home order for the State of Illinois, effective 5 pm on Saturday, March 21, 2020, in an effort to mitigate the spread of COVID-19 in the most robust manner possible.  This order will remain in effect until through Tuesday, April 7.  The order requires residents to stay home and limit travel, activity and business functions to only the most essential needs.  The full order and FAQs document are available online at coronavirus.illinois.gov.

As announced on March 18, the Huntley Village Hall and Public Works Building are closed to the public.  In response to this order, only essential staff will be working at staggered times.  Plans are in place for essential services such as water, wastewater and public safety to continue without incident. There will be no reduction in services for public safety and the Village encourages residents to continue to conduct business online, via email, mail or phone when possible.

A school reopening date is tentatively scheduled for April 8.  This will be re-evaluated as that date draws nearer.  Please contact Huntley Community School District 158 for information on their services and updates until the schools reopen.

This is a stressful time and the pandemic will have emotional and economic impacts for our residents.  We have compiled a list of resources to find help for some of these issues:

New Resources
We have added a number of new links to our resources section to help residents cope with the various issues caused by the pandemic. 

The Illinois Retail Merchants Association has compiled a list of stores with special shopping hours for senior citizens and other vulnerable populations.

Senior Services Associates can provide a number of services to seniors in McHenry and Kane Counties, including access to meals, help with shopping, transportation to medical appointments and resources for emotional support.  Information on services can be viewed on their website or by calling 815-356-7457.

Unemployment benefits may be available to some individuals whose unemployment is attributable to COVID-19. IDES recently adopted emergency rules to try to make the unemployment insurance system as responsive to the current situation as possible.

The Illinois Department of Commerce & Economic Opportunity is working diligently to secure access to helpful resources for small businesses throughout the State of Illinois and has compiled a list of helpful links regarding COVID-19 resources for small businesses.

The United Way's 2-1-1 Community Help Line is always available to help connect local residents to services, programs and resources in McHenry and Kane Counties.  Please call 2-1-1 to be speak to a specialist in your area to find the right resources for your individual situation.  All calls are free and confidential.

Due to circumstances surrounding the COVID-19 pandemic, the Village is taking the following actions in order to limit exposure to both our residents and employees, and to reduce potential spread of the virus:

Declaration of Local State of Emergency
Pursuant to the authority vested in the office of Village President by the Illinois Municipal Code Section 5/11-1-6, the Illinois Emergency Management Agency Act Section 3305/11 and Ordinance (O)2020-03.19 of the Village of Huntley, Village President Charles H. Sass has declared a Local State of Emergency, effective March 17, 2020.  During the existence of the Local State of Emergency, the Village President shall execute such authority as provided under the Illinois Municipal Code, the Illinois Emergency Management Agency Act and Ordinance (O)2020-03.19.

Village Hall/Public Works Building Closure – Effective March 19 until further notice
After careful consideration and to protect the health and wellness of our residents and employees, the Village has made the decision to close Village Hall at 10987 Main Street and the Public Works building at 11000 Bakley Street to the public beginning March 19.  This decision was based on guidance from the Illinois Department of Public Health regarding the most effective strategies to prevent the spread of illness.  Plans are in place for essential services such as water, wastewater and public safety to continue without incident. There will be no reduction in services for public safety and the Village encourages residents to conduct business online, via email, mail or phone when possible.  Staff will continue to be in the office to maintain all essential operations and to serve our residents via email and telephone. Police Services – Police Department Lobby to remain open - This information has changed effective March 26: View Update
The Police Lobby will remain open to the public for emergency situations.  All non-emergency, not-in-progress crimes should be called in to the non-emergency number at 847-515-5311 to have the initial report taken via phone.  For non-emergency situations, the dispatcher will take the required information and an officer will re-contact you as soon as possible via telephone to handle your call for service. Examples of non-emergency calls include but are not limited to: theft reports, damage to property, and fraud. Additionally, certain non-emergency issues can be reported using the new online police reporting program.  Residents are encouraged to use this form of reporting these types of calls to help limit face-to-face interaction with the public on non-emergency calls.  As a reminder, always call 911 in an emergency.

 The Medication Drop Box located in the Police lobby will be closed until further notice.  To find alternative locations for this service, please see the DEA location list.  Earlier this week, Huntley Police Department (and many neighboring public safety agencies) made adjustments to their response procedures.  Dispatchers have begun asking additional questions regarding symptoms of COVID-19.  This allows the first responders to use proper precautions when caring for our community. 

Police officers will continue to physically respond to all high-priority, emergency, exigent, in progress calls that effect life safety issues.  Again, always call 911 in an emergency or if you are in danger.

Utility Bill Payments
At this time, we are asking the public to conduct business online as much as possible.  Utility bill customers wishing to pay their bill in-person can use the drop box located in the front drive aisle of the Municipal Complex at 10987 Main Street.  You can also call 847-515-5200 to make a payment over the phone using Visa, MasterCard, Discover or American Express.  Requests for service may also be submitted online by navigating to the Finance Department home page on the Village website.  The Village also offers an online payment option and automated bill payment program.  Should you have any questions or require any Village services, please contact us at 847-515-5200.

Building Permits and Inspections
Building permits are now being processed through email.  Permit applications and accompanying plans can be sent to inspections@huntley.il.us.  In some instances, file sizes may be too large and will need to be sent via Dropbox.  You will receive an e-mail from the Development Services Department confirming receipt of the permit application within one business day.  If you do not receive an email or if you have questions, please call 847-515-5252. 

Inspections of occupied homes have been suspended until further notice to limit direct contact between employees and residents.  Additional inspections may be suspended or delayed depending upon the current situation.  The Village will make every effort to ensure timely inspections, but for the safety and of residents and inspectors, this may not always be possible. 

Public Meetings
As Governor Pritzker has ordered, all public meetings will be limited to no more than 50 people. 

Please consider carefully whether or not to attend any meetings.  Please use precautionary measures if you choose to attend a public meeting.  Please stay home if you do not feel well.  Village Board meetings are recorded and posted the following day for viewing on the Village’s website.  Please check the Village website at www.huntley.il.us to check the status of any regularly scheduled meetings.  

Thank you for your understanding, and please do the following to help prevent the spread of COVID-19:

• Wash your hands frequently
• Avoid large gatherings
• Stay home as much as possible
• Keep social distance to at least 6 feet
• Do not touch your face

Our goal is to give you the help you need, while protecting our police, fire and EMS personnel from infection so we can serve others, including medically vulnerable members of our communities.

As concern over the spread of coronavirus (COVID-19) continues to grow, the Village of Huntley is in close communication with Illinois Department of Public Health (IDPH) and Centers for Disease Control and Prevention (CDC) who are managing the state and national response.  Staff is in close contact with the Departments of Health and Emergency Management Agencies in both McHenry and Kane Counties.  We are being proactive in our actions to monitor and minimize the spread of COVID-19 in our community.  The Village has operational plans in place to ensure the delivery of essential Village services should an outbreak occur in our community.

Village staff and officials receive continual updates on the situation and appropriate response guidelines.  They are encouraged to not attend work or public functions if they are ill.  Managerial staff have plans in place to ensure the smooth running of Village services in the event of staff shortages.  You may notice that front counter staff, inspectors or police officers are not shaking hands and may stand a little farther back when interacting with the public.  Please understand this is not intended to cause offense, but is a best practice to minimize the spread of the virus.

The Municipal Complex is equipped with hand sanitizing stations and information on the virus.  Our building maintenance crews are also more diligent than ever in cleaning and sanitizing areas that are frequently touched, following the CDC cleaning and disinfection guidelines.

Despite our best efforts to provide a healthy environment, public spaces can be a place of virus transmission.  We encourage the public to call, email or utilize online services when appropriate to avoid a trip to the Municipal Center. Water and sewer service customers can make payment via the online payment program, the automated bill payment program, or by cash or check in the drop box located in front of the Municipal Complex.  Village Board meetings can be viewed online the day after the meeting occurs.

Cancellation of Village events may occur on a case by case basis.  Any cancellations will be communicated through the appropriate means, such as the Village of Huntley website, Facebook, Twitter and Nixle.

We urge residents to take common sense precautions during this situation.  We encourage residents to stay informed on this rapidly evolving situation and to seek reliable sources of information on best practices for reducing the spread of this virus.

The CDC advises that people follow some basic tips to help prevent respiratory illnesses.  Wash your hands often with soap and water for at least 20 seconds. If soap and water are not available, use an alcohol-based hand sanitizer. Avoid touching your eyes, nose and mouth with unwashed hands. Avoid close contact with people who are sick with respiratory symptoms. Stay home when you are sick. Cover your cough or sneeze with a tissue, then throw the tissue in the trash. Clean and disinfect frequently touched objects and surfaces. If you have not already done so, discuss influenza vaccination with your health care provider to help protect you against seasonal influenza.
